Singleton is TWRA’s lead wildlife officer in Area 31, which encompasses Putnam and eight other Upper Cumberland counties. Area 31 is bisected by Center Hill Lake on the southwest boundary and also includes Dale Hollow Lake, two of the state’s most-visited reservoirs.

Singleton has provided superior dedication to enforcing boating safety. This past year, he checked more than 1,300 boats, conducted several courtesy inspections at marinas, assisted stranded boaters, and made arrests when necessary.

In addition, Singleton has taught boating safety courses. He provided educational materials to schools, local marinas and boating supply stores. Singleton was also able to establish computer testing sites for individuals needing to meet the mandatory education law.

In the area of public outreach, Singleton held a public exhibit on boating safety at the Putnam County Fair. In cooperation with the faculty at Burks Middle School, he was able to establish a nine-week after-school program for students interested in boating safety.

Singleton developed an accelerated reading program that stressed boating safety while generating a great interest in books and reading among middle school students. As an incentive, the top 25 readers were treated to a canoe trip on the Caney Fork River hosted by Singleton. The trip not only served as a reward, but also was an opportunity to experience a “hands on” learning experience in boating safety.

He has attended several training courses to enhance his personal skills including the Emergency Vessel Operations course.

Singleton began his career more than 20 years ago in March 1988 when he was assigned as the wildlife officer in Putnam County. He was named the Officer of the Year for his area in 1990.
